For a long time, the chemical industry, as a pillar industry in China, has an important position in the national economy. In the 21st century, China’s “Thirteenth Five-Year Plan” proposes the development of green and environmental protection industries. The circular economy model is an inevitable trend in the development of the science, technology, and chemical industries.
To make the recycling economy gain more room for development in the chemical industry, efforts need to be made in the following areas:
First, we must increase government support. (1) Speed up the legislative process. Formulate a clean production evaluation index system for key industries and relevant pollution control standards involving circular economy. (2) Improve the policy mechanism. The government must effectively stimulate the development of circular economy through fiscal, tax, and financial policy adjustments. (3) Advance structural adjustment. According to the local resources and environmental conditions and regional characteristics, we can rationally adjust the industrial layout and conduct reasonable planning, construction, and reconstruction of existing industries. (4) Strict project approval checks. We must provide funds and policy support for projects that are better for the development of circular economy, and must strictly prevent high energy consumption and high pollution projects.
Second, we must speed up the technological development of circular economy. Focusing on circular economy, industries such as petroleum, petrochemical, soda ash, chlor-alkali, rubber processing, and dyes are actively promoting the industry, actively introducing and digesting and absorbing foreign advanced circular economy technologies, and focusing on the development and promotion of energy conservation and alternative technologies, energy cascade utilization technologies, Extend the industrial chain and related industry link technologies, improve the technical support and innovation capabilities of the circular economy, and guide the development of the chemical industry in the direction of refinement and high added value, and promote the development of the industry to a higher level.
