The Hainan Special Economic Zone’s Pesticide Retail Business Network Planning (2018-2020) was recently launched. “Planning” proposes that Hainan Province will gradually phase out technology to guide retailers of pesticides with insufficient service capacity; guide and encourage the establishment of appropriate retail outlets for pesticides in agricultural production areas with large demand for drugs; and guide and encourage the establishment of adequate pesticide retail operations on farms. It is understood that Hainan pesticides wholesale implementation of the franchise licensing system, the implementation of a pesticide retail operating license system. At present, there are 8 pesticide wholesalers with pesticide wholesale business licenses, and pesticide retail stores with industrial and commercial registration and administrative licenses are distributed in all towns and counties of 18 cities and counties across the province.

 

The province has formed a three-level pesticide sales and operation network with pesticide wholesale companies, distribution centers, and retail stores as its main components. All pesticide products that enter the province’s pesticide market must be filed, and be assigned by the wholesale company, so that the pesticide products circulating on the market can achieve source traceability. Pesticide users purchase pesticides using real-name systems and identity registration to ensure that pesticide use is well documented.

 

At present, the province’s pesticide wholesale and retail prices are subject to government guidance, and pesticide wholesalers and retailers that have obtained wholesale licenses for pesticides have established electronic pesticide account management systems to provide information and data support for pesticide law enforcement supervision. Under the supervision of the provincial agricultural administrative department, the 18 comprehensive agricultural law enforcement agencies in the province have exercised supervision functions according to law, which has effectively protected the quality and safety of Hainan’s agricultural products.

 

The pesticide market in the province has been gradually standardized, but illegal activities such as unlicensed operations, sale of illicit pesticides, and unauthorized purchase of drugs through underground channels still exist, so further supervision is needed.
